Shteti, pra, mund t\u00eb zbatoj\u00eb kufizimin e t\u00eb drejtave dhe lirive vet\u00ebm me ligj, me kusht q\u00eb ekziston nj\u00eb q\u00ebllim legjitim p\u00ebr kufizimin n\u00eb fjal\u00eb dhe q\u00eb masat kufizuese t\u00eb jen\u00eb proporcionale\u201d, tha Balje.<\/p>\n\n\n\n<p>Balje, e cila po ashtu \u00ebsht\u00eb kryetare e Komisionit Parlamentar p\u00ebr t\u00eb Drejtat e Njeriut, Barazi Gjinore, p\u00ebr Persona t\u00eb Pagjetur dhe Peticione, tha se problemi kryesor k\u00ebtu q\u00ebndron se kufizimi i liris\u00eb s\u00eb vajzave p\u00ebr t\u00eb mbajtur shamin\u00eb n\u00eb shkollat \u200b\u200bpublike bazohet n\u00eb akt n\u00ebnligjor (Udh\u00ebzim Administrativ) dhe jo n\u00eb ligj. Kjo, sipas saj, pa diskutim d\u00ebshmon p\u00ebr nj\u00eb kufizim arbitrar, t\u00eb paligjsh\u00ebm dhe antikushtetues.<\/p>\n\n\n\n<p>Rrjedhimisht, ajo konstatoi n\u00eb fjal\u00ebn e saj se udh\u00ebzimi i ministris\u00eb i miratuar n\u00eb qershor t\u00eb vitit 2014 \u00ebsht\u00eb i paligjsh\u00ebm, n\u00eb kund\u00ebrshtim me Kushtetut\u00ebn e Kosov\u00ebs dhe me Konvent\u00ebn Evropiane p\u00ebr t\u00eb Drejtat e Njeriut.<\/p>\n\n\n\n<p>\u201c\u00cbsht\u00eb p\u00ebr t\u00eb ardhur keq dhe kund\u00ebr t\u00eb gjitha rregullave t&#8217;u k\u00ebrkohet vajzave t\u00eb b\u00ebjn\u00eb nj\u00eb zgjedhje midis fes\u00eb s\u00eb tyre dhe rolit t\u00eb tyre n\u00eb shoq\u00ebri apo institucion arsimor. Kjo \u00ebsht\u00eb pik\u00ebrisht e kund\u00ebrta se si duhet t\u00eb funksionoj\u00eb shoq\u00ebria dhe shteti.
